Heavy-gauge galvanized hardware cloth, rated for animal pressure
Metal flashing, custom-cut for each gap
Every piece screwed into solid wood, not stapled
No expanding foam. Mice chew through it in about 30 minutes
No steel wool. It rusts and falls apart in one season

Most “rodent proofing” is expanding foam and steel wool stuffed into holes. That lasts about a month.
